Preseli Pembrokeshire AM Paul Davies is pressing for the creation of an all-Wales sea fisheries body, saying that it will lead to better management of our seas.
He believes that the current system of one body looking after the north west of England and Wales as far as Cemaes Head and another monitoring the south of Wales is out of date.
The waters off Pembrokeshire are also managed by DEFRA, the Welsh Assembly Government and the Environment Agency.
Last week Pembrokeshire County Council's cabinet members said they were concerned about any merger and argued that local input should be retained.
"I would argue that having one all-Wales body will lead to greater not lesser local input," said Mr Davies.
"I met with local fis hermen to discuss their concerns earlier this year to discuss my concerns.
"I hope that by introducing some more joined-up management and with proper funding we will see an end to the problems such as too many scallopers coming in from outside the area."
