The A40 won't be dualled unless enough traffic uses it, says First Minister Rhodri Morgan.
He was pressed by Preseli Pembrokeshire AM Paul Davies in the Senedd for a commitment to make the dangerous road to Fishguard a dual carriageway.
"Dualling the A40 to Fishguard would benefit the economy of Pembrokeshire enormously, and would certainly attract more investment to the county," Mr Davies told the Chamber.
"It would also assist businesses in the area to create more necessary jobs."
But Mr Morgan said that an application had to be made to the transport department to make it a dual carriageway and that traffic levels had to be taken into consideration.
"Despite the fact that that road is an important gateway, it must be ensured that there is sufficient demand to justify the millions of pounds of public investment to convert it into a dual carriageway," he added.
